The Utility Safety Inspector ensures the safe, compliant, and efficient operation of base utility systems through inspections, audits, hazard identification, and corrective action monitoring. This role supports Public Works and Base Support Operations by conducting safety inspections of water, wastewater, electrical, fuel, HVAC, and mechanical utility systems. The inspector ensures compliance with OSHA, EPA, NFPA, NEC, base regulations, and other applicable codes to maintain mission‑ready, hazard‑free utility environments.

Responsibilities

  • Evaluate work sites to ensure construction operations are in compliance with EM 385-1-1, USACE Safety and Health Requirements, OSHA CFR 1926 Construction Standards and local requirements.
  • Conduct routine and scheduled safety inspections of utility systems including water distribution, wastewater collection, lift stations, electrical systems, generators, HVAC mechanical rooms, fuel storage, and utility infrastructure.
  • Identify unsafe conditions, hazards, code violations, equipment deficiencies, and procedural non‑compliance.
  • Prepare inspection reports, findings, and recommended corrective actions for utility supervisors, Public Works, and BOS management.
  • Monitor and verify completion of corrective actions, follow‑up inspections, and preventive maintenance compliance.
  • Inspect confined spaces, valve vaults, pump rooms, manholes, electrical panels, and mechanical spaces following all safety protocols.
  • Support lockout/tagout (LOTO) compliance audits and ensure proper energy‑control procedures are followed.
  • Review job hazard analyses (JHAs), utility work permits, and safe‑work plans for construction and maintenance activities.
  • Conduct incident investigations involving utility systems, documenting root causes and safety recommendations.
  • Perform field checks on utility crews to ensure PPE compliance, equipment safety, and adherence to base standards.
  • Coordinate with environmental teams to ensure compliance with EPA, wastewater, stormwater, and hazardous waste handling guidelines.
  • Assist in safety training related to confined space entry, fall protection, hazardous energy control, chemical handling, and emergency response.
  • Maintain accurate records in CMMS platforms such as MAXIMO, including inspection logs, deficiencies, and follow‑up documentation.
  • Respond to emergency utility incidents, spills, or outages to provide safety oversight and coordinate with first responders.
  • Participate in internal safety meetings, audits, hazard assessments, and continuous improvement programs.
  • Maintain clean and organized tools, equipment, and work vehicles.
  • May be required to work weekends, holidays, early and late shifts N/A
  • Perform other duties as assigned.

Qualifications

Education / Certifications

  • High School Diploma or equivalent required.
  • Valid home country driver’s license.
  • Ability to meet driving and base access requirements
  • Technical training in utilities, safety, or mechanical/electrical fields preferred

Experience

  • At least three (3) years’ experience in utility operations, safety inspection, facilities maintenance, or BOS support roles

Skills & Technology Used

  • Knowledge of OSHA, NFPA, NEC, EPA, and utility safety standards
  • Understanding of water, wastewater, electrical, fuel, and mechanical utility systems
  • Certification in safety (e.g., OSHA 30, OSHA Safety Specialist, confined space training) preferred
  • Ability to read schematics, utility drawings, and technical manuals
  • Strong attention to detail and ability to identify hazards and unsafe conditions
  • Ability to work in confined spaces, at heights, and in varying environmental conditions
  • Strong communication skills for reporting, training, and coordination

  • Inspection equipment: pressure gauges, flow meters, thermal cameras (if provided)
  • CMMS (MAXIMO or similar) for recordkeeping and reporting
  • Communication devices such as radios and mobile phones

Working Environment

  • Must be capable of working in an extreme weather condition with temperatures exceeding 100 degrees Fahrenheit.
  • Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, wet, tropical environment with average temperatures of 130 degrees in the summer months).
  • Includes some industrial production conditions as well.
  • The worker is subject to both environmental conditions. Activities occur inside and outside.
  • The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard about the ambient noise level.

Physical Activities

  • Heavy work. Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
  • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where potential could exist for exposure to physical, chemical, or biological agents.
