The Heavy Equipment Operator supports Base Support Operations by operating a variety of heavy construction and maintenance equipment used to maintain base infrastructure, utilities, grounds, and facilities. This role performs earthwork, material movement, trenching, road maintenance, site preparation, and support tasks for construction, utilities, and emergency operations. Work must comply with base safety standards, environmental regulations, and mission‑support requirements

Responsibilities

  • Operate heavy equipment such as loaders, backhoes, excavators, skid steers, graders, rollers, dump trucks, compactors, trenchers, forklifts, and other construction equipment used across the installation.
  • Perform excavation, trenching, backfilling, grading, and earth‑moving tasks to support utilities, roads, drainage, and building maintenance projects.
  • Load, transport, and place materials including dirt, gravel, sand, debris, and construction supplies.
  • Support utilities teams with digging for water, wastewater, electrical, and communication line installation or repair.
  • Perform road and grounds maintenance tasks including grading, trench cleanup, brush removal, and erosion control.
  • Conduct pre‑operation and post‑operation equipment inspections, reporting deficiencies and ensuring safe, reliable operation.
  • Perform minor equipment maintenance such as checking fluid levels, tire pressures, filters, and lubrication points.
  • Follow site plans, instructions, and safety guidelines for excavation, traffic control, and equipment movement.
  • Support emergency response operations including storm cleanup, debris removal, and urgent utility excavation.
  • Maintain daily logs, equipment hours, and work order documentation using CMMS systems such as MAXIMO.
  • Coordinate with Public Works, engineering, utilities, and environmental teams to support mission‑critical tasks.
  • Ensure safe operation around personnel, vehicles, and active work zones, observing all base and OSHA safety regulations.

Qualifications

Education / Certifications

  • High School Diploma or equivalent required.
  • Valid driver’s license required; CDL preferred depending on equipment.
  • Ability to meet driving and base access requirements

Experience

  • At least three (3) years’ experience operating heavy equipment in construction, utilities, or facilities maintenance environments

Skills & Technology

  • English proficiency Reading & Speaking Level 2, Writing Level 1
  • Ability to operate multiple types of heavy machinery safely and efficiently
  • Knowledge of excavation safety, trench safety, and base operational procedures
  • Ability to read site plans, work orders, and instructions
  • Physical ability to lift, bend, climb, and work in outdoor environments and various weather conditions
  • Understanding of OSHA safety rules, lockout/tagout, and hazard awareness

Material & Equipment Directly Used

  • Heavy equipment: excavators, backhoes, loaders, bulldozers, graders, rollers, skid steers, trenchers
  • Dump trucks, utility vehicles, trailers, and material‑handling equipment
  • Hand and power tools: shovels, rakes, tampers, saws, drills
  • PPE: hard hats, reflective vests, steel‑toe boots, gloves, hearing protection, eye protection
  • CMMS platforms such as MAXIMO via tablet or computer
  • Communication equipment: radios, base phones

Working Environment

  • Must be capable of working in an extreme weather condition with temperatures exceeding 100 degrees Fahrenheit.
  • Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, wet, tropical environment with average temperatures of 130 degrees in the summer months).
  • Includes some industrial production conditions as well.
  • The worker is subject to both environmental conditions. Activities occur inside and outside.
  • The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard about the ambient noise level.

Physical Activities

  • Heavy work. Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
  • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where potential could exist for exposure to physical, chemical, or biological agents.
  • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
