The CAO’s mandate is to assist the International Finance Corporation (IFC) and the Multilateral Investment Guarantee Agency (MIGA)—the private sector lending and insurance arms of the World Bank Group—to address complaints from people affected by IFC and MIGA activities in a manner that is fair, objective, and constructive and to enhance the E&S outcomes of activities in which these institutions play a role. CAO’s Strategy and Operations Function is responsible for the review of complaints at intake, the strategic planning, monitoring, evaluation and reporting of CAO’s operations as well as its digital transformation through data analysis and use of technology.

IFC is the largest global development institution focused on the private sector in emerging markets. Working with more than 2,000 businesses worldwide, IFC uses its capital, expertise, and influence to create markets and opportunities where they are needed most. MIGA promotes cross-border investment in developing countries by providing guarantees (political risk insurance and credit enhancement) to investors and lenders.

The role: CAO is seeking the services of an operations consultant (ET) to support its Strategy and Operations function in the tracking, coordination and logistical support associated with its operations and monitoring and evaluation functions. The ideal candidate is an energetic and efficient professional, comfortable working in a team setting across a range of functions and highly familiar with the World Bank Group systems. Specifically, this position will support the CAO’s Strategy and Operations Team in the following:

  • Prepare and monitor the CAO training plan, tracking progress and ensuring alignment with organizational priorities
  • Monitor implementation of the annual recruitment plan, tracking timelines and supporting onboarding processes
  • Assist in tracking and analyzing CAO budget execution on a quarterly basis to support financial oversight and reporting
  • Support initiatives under the Staff Engagement Task Force to enhance team engagement and organizational effectiveness
  • Support activities related to the integration of the WBG accountability mechanisms and the related change management plan
  • Provide administrative and coordination support to the S&O function, including procurement, travel arrangements, and meeting scheduling
  • Support the deployment and administration of M&E surveys, ensuring timely distribution and data collection
  • Contribute to the aggregation and analysis of M&E survey data and help transform information from case reports in clean datasets for analysis and reporting
  • Manage the logistics, contracting and payment associated with the engagement with translators and interpreters as needed.
  • Act as back-up to the Eligibility team ETC

Selection Criteria

  • Bachelor’s degree and a minimum of 3 years of relevant experience. • Excellent organizational, administrative, time management skills and attention to detail with a proven ability to work promptly and efficiently under pressure and meet tight deadlines with minimum supervision.
  • Experience with gathering, organizing, analyzing, synthesizing, and reporting information from multiple sources and producing meaningful summaries of information for reporting.
  • Ability to work with confidential and sensitive information.
  • Multi-tasking skills and flexibility to manage competing priorities while ensuring high-quality and timely support to the team.
  • Full proficiency in oral and written English, with proven ability to draft a variety of correspondence and edit materials independently.
  • Strong interpersonal and communications skills. Ability to work effectively in a multicultural environment.
  • Proficiency in Microsoft Office: word processing software, spreadsheet, PowerPoint, and database programs; as well as knowledge of SharePoint
  • Basic knowledge of procurement, travel, budget and HR processes
  • Data Management and Analysis skills preferred
  • Understanding of multilateral development banks, in particular the World Bank Group.
