Job description

Position Summary The Assistant Resident Engineer provides senior-level construction management and field engineering support for public infrastructure projects from preconstruction through closeout. Working closely with the Resident Engineer, this role assists with contract administration, field oversight, quality assurance, schedule monitoring, inspections, and coordination among owners, contractors, designers, utility providers, and regulatory agencies. This role supports public infrastructure projects and may include aviation, maritime/port, heavy civil, utility, or other capital improvement projects, depending on client assignments. The Assistant Resident Engineer serves as a key field representative responsible for monitoring progress, resolving technical issues, ensuring compliance with contract requirements, and facilitating successful project delivery. Organizational Responsibilities

  • Assist the Resident Engineer with contract administration and field operations throughout all phases of construction.
  • Coordinate daily construction activities with contractors, inspectors, utility providers, designers, client representatives, and other stakeholders.
  • Monitor construction progress and contractor performance to ensure compliance with contract documents, technical specifications, project schedules, quality and safety requirements while identifying project risks, schedule impacts, and potential contract issues.
  • Review and track Requests for Information (RFIs), submittals, change orders, construction schedules, pay applications, and punch lists.
  • Interpret construction drawings, technical specifications, shop drawings, and project schedules to support field activities and resolve technical issues.
  • Coordinate inspection staff, utility shutdowns, testing, commissioning, and project turnover activities.
  • Prepare daily reports, meeting minutes, field memoranda, progress documentation, and other project records.
  • Participate in construction meetings and provide recommendations related to constructability, sequencing, scheduling, and field coordination.
  • Support quality assurance, quality control (QA/QC), and construction safety activities.
  • Maintain effective communication with owners, contractors, engineers, inspectors, regulatory agencies, and other stakeholders.
  • Provide technical guidance and mentorship to field staff and inspectors, as appropriate.
  • Demonstrate initiative, sound judgment, strong organizational skills, attention to detail, and effective problem-solving while managing multiple priorities.
  • Perform other duties as assigned.

Qualifications

  • Bachelor’s degree required in engineering, construction management, or related technical field.
  • A master's degree in a related technical field may be considered as part of the candidate’s overall qualifications and relevant professional experience.
  • Registered Professional Engineer (PE) in the State of California preferred, or Engineer-in-Training (EIT) certification with qualifying experience.
  • Minimum of fifteen (15) years of construction management, inspection, field engineering, or related experience supporting public infrastructure projects.
  • Experience supporting construction administration for aviation, maritime/port, heavy civil, utility, or other capital improvement projects.
  • Working knowledge of public works construction practices, contract administration, construction documentation, quality assurance/quality control (QA/QC), and construction safety procedures.
  • Experience coordinating daily construction activities, inspection staff, utility shutdowns, testing, and commissioning activities.
  • Ability to review and track Requests for Information (RFIs), submittals, change orders, construction schedules, pay applications, and punch lists.
  • Ability to interpret construction drawings, technical specifications, shop drawings, and project schedules.
  • Experience preparing daily reports, meeting minutes, field memoranda, and progress documentation.
  • Experience working in active operational environments while minimizing impacts to ongoing operations.
  • Proficiency with Procore, e-Builder, Primavera P6, Bluebeam, Microsoft Office Suite, or similar construction management software platforms.
  • Knowledge of FAA standards and Airport Improvement Program (AIP) requirements is preferred for aviation projects.
  • Knowledge of port and waterfront construction requirements is preferred for maritime projects.
  • Strong organizational, communication, coordination, and problem-solving skills.
  • Ability to obtain and maintain required airport and/or maritime security credentials and badging.

Additional Requirements

Physical: Standing or sitting for long periods; must be able to lift up to 15 pounds at times and spend extended hours in front of a computer screen.

Cognitive: Problem-solving, written, and verbal communication skills; computer and software skills; and ability to read and interpret text online or in printed form.
