Job Description
Parsons is looking for an amazingly talented Senior Specialist – Digital Infrastructure Saudi National to join our team! In this role you will get to support the planning, design, coordination, and delivery of city-wide digital infrastructure, including fiber networks, telecom systems, data centers, smart city platforms, ICT/ELV systems, and network infrastructure. You will provide technical expertise, support multidisciplinary coordination, and ensure digital infrastructure solutions are resilient, scalable, and aligned with project requirements and industry standards.
What You'll Be Doing
- Support the planning, design review, and delivery of large-scale digital infrastructure programs, including fixed fiber networks, mobile infrastructure, data centers, MMR/POP facilities, telecom rooms, smart city systems, ICT, and ELV networks.
- Review fiber backbone, distribution, and access network designs, including routes, ducts, sub-ducts, splicing, ODFs, fiber counts, diversity, and spare capacity requirements.
- Provide technical input on network architecture, including IP/MPLS, DWDM/ROADM, GPON/XGS-PON, Ethernet, LAN/WAN, wireless networks, edge computing, cloud connectivity, and operator interconnectivity.
- Review Outside Plant (OSP) and Inside Plant (ISP) designs, including duct banks, manholes, cable routes, containment systems, risers, telecom rooms, structured cabling, and building entry points.
- Support planning and coordination of MMR, POP, MDC, and data center connectivity, including racks, cross-connects, demarcation points, resilience requirements, and operator access.
- Coordinate with Mobile Network Operators (MNOs), Tower Companies, Fiber Providers, Data Center Operators, consultants, EPC contractors, utilities, and project stakeholders.
- Review technical drawings, reports, shop drawings, RFIs, technical submittals, method statements, specifications, and vendor proposals related to digital infrastructure systems.
- Support mobile network planning activities including tower locations, small cells, DAS, RF coverage, EMF compliance, backhaul connectivity, and fixed network integration.
- Support capacity planning and demand forecasting for bandwidth requirements, user growth, smart city applications, data center demand, redundancy, and future expansion.
- Maintain interface registers, design comment trackers, issue logs, risk registers, compliance matrices, and action trackers.
- Coordinate technical interfaces between ICT, civil, roads, utilities, power, security, smart systems, MEP, architecture, and construction teams.
- Review compliance with applicable standards and requirements including CST, SBC, MOMRAH, TIA, BICSI, ISO 27001, Uptime standards, LEED, cybersecurity, resilience, and operational requirements.
- Provide operational readiness support covering O&M access, maintainability, spare requirements, monitoring, NOC/SOC interfaces, asset information, as-built documentation, and digital twin readiness.
- Prepare technical inputs for reports, dashboards, presentations, governance meetings, workshops, and stakeholder discussions.
- Identify design gaps, technical risks, clashes, capacity constraints, and operational challenges, and recommend mitigation actions.
- Support knowledge transfer between planning, design, engineering, construction, and operations teams to ensure decisions and technical information are properly documented.
- Perform other responsibilities associated with this position as appropriate.
What Required Skills You'll Bring
- Bachelor’s Degree in ICT, Telecommunications, Electrical Engineering, Computer Engineering, Systems Engineering, Digital Infrastructure, or a related discipline.
- Minimum 8+ years of experience in ICT, telecommunications, digital infrastructure, smart city, data center, ELV/security, utilities, or major infrastructure projects.
- Strong technical knowledge of digital infrastructure systems, including:
- Fiber optic networks and structured cabling
- Ducting and telecom pathways
- MMRs, POPs, MDCs, and telecom rooms
- Mobile network infrastructure
- Data centers and connectivity solutions
- Smart city platforms and integrated systems
- Cybersecurity and operational interfaces
- Experience reviewing digital infrastructure designs, technical documentation, and vendor submissions.
- Strong understanding of network architecture, connectivity solutions, and infrastructure resilience requirements.
- Experience coordinating multidisciplinary interfaces between consultants, contractors, utilities, authorities, operators, and internal project teams.
- Strong documentation and technical reporting skills, including design reviews, compliance assessments, risk tracking, interface management, and progress reporting.
- Experience supporting testing, commissioning, handover, and operational readiness activities.
- Strong analytical, problem-solving, and stakeholder management skills.
- Excellent written and verbal communication skills.
- Ability to work effectively in a client-facing project environment.
What Desired Skills You'll Bring
- Experience delivering digital infrastructure for smart cities, large-scale developments, campuses, transportation, or critical infrastructure programs.
- Experience working with MNOs, TowerCos, FiberCos, data center operators, and technology vendors.
- Knowledge of telecommunications authority requirements and local regulations.
- Professional certifications in networking, telecommunications, cybersecurity, or digital infrastructure, such as:
- Cisco certifications (CCNA/CCNP)
- BICSI certifications
- Data center certifications
- Cybersecurity certifications
- Experience with enterprise network architecture, cloud connectivity, and edge computing solutions.
- Familiarity with digital twin platforms, IoT ecosystems, and smart city technologies.
- Knowledge of international standards including TIA, BICSI, ISO 27001, Uptime Institute, and related infrastructure standards.
- Experience supporting large-scale design governance, technical assurance, and stakeholder workshops.
- Strong leadership, coordination, and communication capabilities.
- Ability to identify emerging technologies and recommend innovative infrastructure solutions.
