SENIOR ADAK DEVELOPMENT MANAGER

Reports to: Director, Lands and Natural Resources Status: Regular, Full-time, Exempt Location: Anchorage, AK

JOB SUMMARY: The Senior Adak Development Manager serves as the company's lead coordinator and primary point of contact for development activity on Adak Island, with a primary focus on advancing Denali Commission-funded infrastructure and related initiatives.

The role operates within Lands and Natural Resources, aligning development activity with Aleut's land position, access requirements, facility priorities, and long-term asset strategy. The position serves as the integrator across strategy, execution, partnerships, and regulatory requirements, ensuring alignment across projects, stakeholders, and funding streams.

Working in close coordination with Aleut's Director of Grants and Planning and Sr. Enterprise Project Manager, the position supports structured execution of grant-funded programs, manages cross-functional coordination, and provides consistent visibility into progress, risks, and key dependencies. The role maintains a regular presence on Adak and serves as a central hub for communication, issue escalation, and stakeholder alignment across complex, multi-party efforts.

PRIMARY RESPONSIBILITIES

  • Champions Aleut values: accountability, transparency and rigor.
  • Serves as the primary point of coordination for Adak-related activity, maintaining a regular on-island presence and providing visibility, coordination, and issue escalation across initiatives.
  • Leads coordination of Denali Commission-funded and related infrastructure projects on Adak, ensuring alignment with corporate priorities, funding requirements, and long-term development objectives.
  • Acts as the central point of contact for Aleut-led and partner-supported activity, facilitating communication and coordination across internal teams, contractors, and key stakeholders.
  • Ensures that all projects align with Aleut land ownership, access requirements, and existing operational constraints, coordinating with Lands, Legal, and partners as needed.
  • Builds and maintains strong working relationships with the City of Adak, Denali Commission, TDX Adak Generating, DOT&PF, contractors, and federal and state agencies, serving as a primary liaison.
  • Partners with the Director of Grants and Planning and Sr. Enterprise Project Manager to integrate funding streams and support execution of grant-funded programs.
  • Coordinates with the Director of Grants and Planning, Legal, and Finance to support project performance, compliance, and reporting in accordance with federal requirements, including 2 CFR 200.
  • Coordinates stakeholder working groups, including meeting cadence, agendas, and decision tracking, to maintain alignment and forward progress across multiple parties.
  • In coordination with the Sr. Enterprise Project Manager, tracks scope, schedule, budget, risks, and key dependencies across concurrent projects, ensuring visibility and timely escalation of issues.
  • Coordinates procurement and contracting activities with the Director of Grants and Planning in alignment with federal funding requirements and Aleut processes.
  • Maintains clear and consistent communication channels across internal and external stakeholders, providing regular updates to executive leadership on progress, risks, and key decisions.
  • Supports development and maintenance of program governance, reporting frameworks, and cross-functional coordination structures for Denali Commission-funded work.
  • Identifies opportunities to align and advance additional infrastructure, energy, transportation, and economic development initiatives in support of overall program objectives.
  • Perform other duties as required.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Strong understanding of infrastructure development, remote project execution, and multi-stakeholder environments.
  • Working familiarity with federal funding programs, compliance requirements, and regulatory frameworks.
  • Exceptional coordination, leadership, and relationship-building skills.
  • Ability to operate independently while integrating across a broader organizational structure.
  • Strategic thinker with the ability to translate priorities into execution.
  • Strong communication and facilitation skills across diverse audiences.
  • Proven ability to manage complexity, ambiguity, and competing priorities.
  • Experience working in Alaska or similarly remote and logistically challenging environments preferred.

MINIMUM QUALIFICATIONS

  • Bachelor's degree in engineering, environmental science, public administration, or related field.
  • Minimum of five (5) years of relevant experience in infrastructure development, program management, or similar roles.
  • Experience with regulatory compliance, agency coordination, stakeholder engagement, and strategic planning.

PREFERRED QUALIFICATIONS

  • Master's degree in environmental science, civil or environmental engineering, geology, public administration, or related field.
  • Experience living or working in Alaska preferred.
