Role Purpose
The Specialist, Marine Operation is responsible for managing all marine operations readiness activities during the EPCI phase, including FPSO offloading operations, shuttle tanker vetting requirements, and compliance with applicable marine regulations. The role ensures that all marine aspects of the Tangkulo facilities are effectively planned, coordinated, and implemented to achieve safe, efficient, and sustainable offshore operations post‑start‑up, including full readiness of offloading systems and marine interfaces.
Responsibilities include but are not limited to the following:
- Develop, maintain, and execute the Marine Operations Readiness Plan in alignment with the overall Operations Readiness strategy, Commissioning & Start-Up (CSU) strategy, and project milestones
- Ensure readiness of FPSO offloading systems, including marine interfaces, operability validation, procedures, and integration with commissioning and start-up activities
- Develop and assure marine operational philosophy and procedures covering offloading, mooring, berthing/unberthing, line handling, and emergency response scenarios
- Coordinate with FPSO contractors and marine stakeholders to ensure marine systems completion, testing, offshore trials, offloading demonstrations, and operational readiness
- Prepare and maintain marine documentation, including marine manuals, offloading guidelines, and tanker interface requirements
- Interface with tanker operators, charterers, and marine assurance teams to support safe and efficient cargo offtake planning and execution
- Identify, assess, and manage marine operational risks by implementing mitigation measures and monitoring them through to closure
- Support Commissioning & Start-Up activities by ensuring marine-related systems, procedures, and personnel are fully prepared for first oil/gas and initial offloading
- Endorse Marine Operations Readiness plans, strategies, deliverables, and readiness status within delegated authority, while recommending mitigation actions for identified readiness gaps
- Escalate critical marine readiness risks affecting safety, operability, or Ready for Start-Up (RFSU) to the CSU & Operation Manager
Qualifications include but are not limited to the following:
Education
- Hold Master Mariner ANT I (Deck Officer Class 1)
- Hold Valid STCW certification in compliance with international maritime regulations (IMO requirements)
Experience
- Minimum 15 years' experience in marine operations within the oil & gas industry
- Proven hands-on experience in condensate/crude oil offloading operations as a Mooring Master
- Demonstrated experience in shuttle tanker vetting and acceptance, in accordance with terminal/port requirements and marine assurance standards
- Proven experience in FPSO projects, including tandem offshore offloading operations and marine interface management
Skills
- Knowledge
- Expert knowledge of FPSO marine operations, including tandem and side-by-side offloading systems and deepwater mooring arrangements
- Strong familiarity with OCIMF (SIRE), ISGOTT, STS operations, and international marine assurance standards
- In-depth understanding of marine regulatory frameworks, classification society rules, and Indonesian regulatory requirements (SKK Migas, MIGAS, and port authorities)
- Soft & Hard Skills
- Strong leadership and coordination skills across multi‑disciplinary teams
- Maritime & Port Operations: Mooring Master, Berthing & Un Berthing, Port Captain, Vessel Fleet Management, Cargo Operations (Condensate, Crude Oil), Ship Handling, Navigation, Vessel Chartering Demurrage Management
- Safety & Regulatory Compliance: International Ship and Port Facility Security (ISPS) Code, Safety of Life at Sea (SOLAS), Marine Pollution (MARPOL), Incident Investigation, Port Security Office, Occupational Health
- Proven capability in OCIMF-based marine risk management, including tanker vetting (SIRE), risk assessment, and mitigation of ship-to-ship and offloading operations risks
