The Latin America and Caribbean (LAC) Regional Energy Unit

The Latin America and Caribbean (LAC) Regional Energy Unit operates in the context of the overall Bank mission while focusing on the key energy challenges for the region. Lending and analytical activities focus on sectoral reforms and strategic investments across a wide range of areas, with the common objective of contributing significantly to economic growth through transparent, viable and sustainable energy sector development solutions (examples include energy subsidy reform, effective tariff design, institutional and governance strengthening, financially sustainable utilities, emerging innovative solutions, creating enabling environments for private sector participation, among other).

The Bank support to the energy sector in the region is delivered as a coordinated effort with Government counterparts, other relevant financial institutions and development banks, and multiple technical partners.

The unit seeks an Extended Term Consultant (ETC) who will be responsible for providing support to project management, analytical tasks and advisory services in the LAC region, with a specific focus on Dominican Republic and Caribbean. The Bank support to the energy sector in the region is integrated in a coordinated effort led by the Governments and partners in overall sectoral reform as well as a variety of sub-sectors, including electricity legal, regulatory, market, utilities and institutional framework; renewable energy development and integration into power systems and markets; social and climate resiliency, with the common objective of contributing significantly to the countries’ economic growth through a transparent, viable and sustainable energy sector development; innovative financing of clean energy solutions through sustainable mechanisms, in particular to attract further private sector participation. The term duration for the position is 12 months, extendable by another 12 months.

As a member of the team, you will report to the Practice Manager of ILCE1 and work alongside a group of professionals based in Washington DC and throughout the region, performing the following duties:

  • Operational tasks contribute in operational tasks linked to energy portfolio in the Dominican Republic and Caribbean countries. Working closely with relevant task team leaders (TTLs) and liaising with the relevant Bank’s Country Management Units (CMUs), such tasks may include planning and participating in preparation and supervision missions; drafting sections of project documents; providing advice and inputs into project designs and institutional arrangements; developing and evaluating project budgets and implementation schedules; review of consultant reports and project implementation plans; coordinating mission Aide Memoires; drafting of Implementation Supervision Reports (ISRs); tracking overall project progress, identifying issues requiring attention and proposing options to resolve them; participating in key project workshops, trainings and other events; procurement of consultants for operational needs; preparing case studies, briefs, and notes, presentations on country programs, internal strategy papers
  • Engagement and technical Coordination with Key Stakeholders and counterparts. Liaising with key internal and external partners, follow-up on key government actions (e.g. procurement, reporting), participate in policy dialogue with counterparts, engage in negotiations, proactive identification and resolution of Bank/client issues, monitor changes in government that may affect the energy programs, and ensure follow-up on inquiries from clients, donors, NGOs, etc. on Bank energy activities.
  • Analytical Work. Working closely with relevant task team leaders and management, provide specific inputs to advisory and analytical work in the Dominican Republic and Caribbean countries. Such work may include procurement of consultants and review of inputs, review and analysis of policy and regulatory frameworks, analysis of energy balances/demand, contribution to the design of renewable energy financing instruments.
  • Other. Carry out other ad hoc tasks, as requested by the TTLs and the EEX Practice Manager for LAC, which may include preparation of briefings, organization of workshops and seminars, development of portfolio summaries, organization of key knowledge exchange events, coordination of publication of unit reports, etc., and providing operational and analytical support to energy projects and programs in other LAC countries depending on the business needs. Preparation of funding proposals and support mobilization of technical assistance resources, and associated monitoring and reporting.
  • Lead and Innovate – Propose and Develop innovative solutions.

Selection Criteria

Attention : “Preference will be given to local talent, that is, applicants that are authorized to work in the duty station for any employer. Internal applicants may apply per existing guidelines.”

  • Master’s degree in engineering, energy planning, economics, business administration, or equivalent areas relevant for energy/extractives sector development.
  • At least 5 years of combined experience in international financial institutions and/or companies, government agencies, and/or power sector companies with demonstrated track record of successful engagement in preparation and implementation of projects and analytical work.
  • Understanding of energy policies, technologies or strategies, private sector participation, and institutional development needed to support development and for the success of project and analytic work.
  • Experience leading and/or playing key roles in policy dialogue with clients and development partners;
  • Knowledge of energy access, clean energy, sector finance, and sector reforms;
  • Ability to work under tight deadlines, manage multi-task requirements and a high degree of pro-activity and initiative.
  • Computer skills, such as Word, Excel spreadsheets, PowerPoint, web-based research, Microsoft Outlook, etc.
  • Excellent interpersonal and communications skills and proven track record of effective communication, including on difficult issues, and build strong partnerships with clients and colleagues across units and departmental boundaries in a multi-cultural environment with virtual teams located in different countries.
  • Familiarity with World Bank project cycle, as well as policies and procedures would be desirable. Experience in development of World Bank project documents is a plus.
  • Willingness to travel as the position may require.
  • Proven ability to work in a team and intercultural environment.
  • Ability to support the elaboration and implementation of operational and analytical activities, with capacity to engage in effective collaborations
  • Proficiency in spoken and written Spanish and English. Knowledge of other languages spoken in the LAC region (including Portuguese and French) is highly valued.

Technical competencies

  • Knowledge and Experience in Development Arena - Translate technical knowledge into practical applications and contributions to country and sector strategies.
  • Integrative Skills - Understand relevant cross-sectoral areas how they are interrelated; able to undertake cross-sectoral work in lending and non-lending operations.
  • Energy Sector Technologies - Experience applying knowledge (e.g., power generation with focus on hydropower and non-hydro renewables including distributed generation; transmission and distribution; energy efficiency and other innovative demand-side management; innovative technologies, business models and financing) to policy-related decisions and advice.
  • Energy Policy, Strategy and Institutions - Understanding of energy policies, strategies, institutions, and regulations.
  • Proactivity and problem solving – Engage with the client on regular basis to identify and help resolve issues on lending and at the policy level under the guidance from experienced specialists.
