MISSION:

Vista Del Mar provides a trauma-responsive continuum of services to empower children, youth, and families in Southern California to lead fulfilling lives.

ROLE OVERVIEW:

Are you an organized, mission-driven leader with a passion for supporting high-quality substance use disorder treatment services? Vista Del Mar is seeking a compassionate and detail-oriented Certified Substance Use Disorder (SUD) Program Coordinator to join our outpatient treatment team.

In this important role, you’ll help oversee the daily administrative operations of the outpatient SUD program, ensuring services are delivered efficiently, effectively, and in compliance with county, state, federal, and agency requirements. You’ll support program staff, manage referral and intake workflows, assist with data collection and reporting, and help maintain strong documentation and quality standards.

QUALIFICATIONS:

We are looking for someone who has:

  • Current Certified SUD Counselor certification through CCAPP, CAADE, or CADTP.
  • Certification or degree in public health administration, medical office management, healthcare administration, or a related administrative field preferred.
  • At least two (2) years of experience in behavioral health, social services, public health administrative support, healthcare operations, or related administrative systems.
  • At least one (1) year of experience supervising others.
  • Knowledge of SUD treatment, healthcare, behavioral health, social service systems, and public benefit programs.
  • Familiarity with Drug Medi-Cal, SAPC billing and policies, DHCS, Joint Commission, grantor, and stakeholder requirements.
  • Experience working with vulnerable populations, including youth experiencing homelessness, justice-involved individuals, individuals with co-occurring disorders, pregnant and parenting participants, LGBTQ+ individuals, and other diverse communities.
  • Strong interpersonal, organizational, communication, documentation, and time management skills.
  • Ability to work collaboratively with healthcare providers, government agencies, probation departments, community organizations, and multidisciplinary teams.
  • Proficiency with electronic health record systems; SAGE/PCNX preferred.
  • A culturally responsive approach to participant care, with a commitment to equity, inclusion, and trauma-informed service delivery.
  • The ability to work independently, exercise sound judgment, and manage multiple priorities in a fast-paced environment.

ESSENTIAL JOB DUTIES include the following. Other duties may be assigned.

  • Oversee and support the daily administrative operations of the outpatient SUD treatment program.
  • Supervise and support clerical staff, promote a safe and supportive environment, and assist with onboarding new hires.
  • Manage program referral systems, initiate screenings and intakes, and schedule assessments to support timely participant access to care.
  • Direct the collection of program data, prepare outcome reports, and support performance monitoring efforts.
  • Monitor program operations to ensure compliance with agency policies and county, state, federal, grantor, Joint Commission, DHCS, and SAPC requirements.
  • Conduct regular audits of client records and documentation to ensure accuracy, quality, and regulatory compliance.
  • Ensure required documentation is completed accurately and within established timelines.
  • Participate in developing and implementing policies and procedures that strengthen program effectiveness and service delivery.
  • Track and analyze key performance indicators related to participant outcomes, program efficiency, and quality improvement.
  • Address operational issues and participant grievances in collaboration with the Clinical Program Manager and Program Director.
  • Coordinate communication between outpatient SUD treatment providers, mental health services, medical providers, social service agencies, courts, county agencies, and other stakeholders.
  • Maintain strong relationships with referral sources, including SAPC, healthcare providers, probation departments, schools, child welfare partners, and community organizations.
  • Coordinate outreach activities, including marketing support, staffing coordination, tabling, public events, and community meetings.
  • Support culturally responsive engagement strategies for diverse and special populations, including youth, individuals experiencing homelessness, justice-involved participants, individuals with co-occurring disorders, pregnant and parenting participants, and LGBTQ+ individuals.
  • Advocate for participants in legal, educational, healthcare, and social service settings as needed.

OTHER SKILLS AND ABILITIES:

  • Strong understanding of administrative workflows, referral coordination, intake processes, and outpatient treatment operations.
  • Ability to interpret and apply regulatory, billing, documentation, and program compliance requirements.
  • Skilled in data collection, reporting, auditing, and supporting continuous quality improvement.
  • Excellent relationship-building skills with internal teams, community partners, referral sources, and public agencies.
  • Ability to maintain confidentiality and handle sensitive participant and program information with professionalism.
  • Strong problem-solving skills and initiative when procedures are established but conditions change.
  • Comfortable working in an environment with frequent interruptions while maintaining focus and accuracy.
  • Commitment to trauma-informed, culturally responsive, strengths-based, and participant-centered care.

EDUCATION: Certified SUD Counselor certification through CCAPP, CAADE, or CADTP is required. Experience or education in medical office management, public health administration, healthcare administration, or a related administrative field is preferred.

CERTIFICATES & REQUIREMENTS

  • Current Certified SUD Counselor certification through CCAPP, CAADE, or CADTP.
  • Valid driver’s license with a good driving record; reliable transportation may be required.
  • DOJ, FBI, and Community Care Licensing (CCL) background clearance.
  • Completion of 40 hours of in-service training per year.
  • CPI certification within the first month of employment and annual recertification thereafter.
  • First Aid/CPR certification within two (2) months of hire and ongoing renewal.
  • Completion of required basic curriculum and ongoing continuing education.
  • Maintenance of valid professional licenses and Drug and Alcohol certification, as applicable.

Hourly Rate: $24-$30 per hour (or update based on approved compensation range).
