About PNG-Australia Strongim Wok Long TVET (SWLT)

The PNG–Australia Strongim Wok Long Technical and Vocational Education and Training (TVET) (SWLT) program is a four-year, AUD 80 million investment by the Australian Government Department of Foreign Affairs and Trade (DFAT) to support Papua New Guinea’s (PNG) efforts to strengthen its TVET sector. Aligned with PNG’s national priority to build an educated and skilled workforce for resilient economic growth, SWLT aims to enhance the quality, relevance, and inclusiveness of skills development. The program supports improvements in national quality assurance systems, technical college standards, graduate employability, and Australia’s visible and trusted development partnership with PNG.

The program aligns with the broader goals of the Australia–PNG Development Partnership Plan 2024–2029 , which emphasizes locally led development, education investment, and inclusive growth, as well as PNG’s Higher and Technical Education Reform Act 2020 .

This Opportunity

As Scholarship Coordinator you will be responsible for providing support to manage the implementation and delivery of the SWLT Scholarship program activities, including; promotion, selection, logistical arrangements, SWLT scholarship inductions, scholarship contract management, on-award monitoring visits, financial management, reporting under the direction of the Deputy Director - Skills and Policy Reform and with the Scholarship Lead and DHERST as key partners.

This will include

· Support Scholarship Administration, coordinate the day-to-day scholarship activities including, promotion, application intake, screening, and selection processes. Ensure all scholarship processes comply with SWLT program guidelines, DFAT and DHERST requirements and organisational policies.

· Support Application and Selection management, to manage and review scholarship applications, ensuring eligibility criteria are met. Strengthen selection recommendations for the selection panel by preparing application summaries, scoring tools, and documentation.

· Provide support for Scholar Engagement as the primary point of contact for scholarship recipients, providing ongoing guidance and support. Monitor scholar progress, attendance, and completion in collaboration with training providers.

· Provide support for Stakeholder Coordination and liaise with training institutions, employers, community partners, and internal teams to facilitate scholar placement and support. Maintain strong relationships with key stakeholders to enhance program outcomes.

· Support Data Management and Reporting, maintaining accurate and up-to-date scholarship records in relevant databases and systems. Prepare regular reports on scholarship uptake, progress, outcomes, and issues.

· Support Compliance and Documentation, ensuring all scholarship contracts, agreements and reports are complete, accurate, and compliant with program requirements. Support audits and reviews by maintaining organised records.

· Provide support for Monitoring and Evaluations, tracking scholar performance and program outcomes against targets. Identify challenges and recommend improvements to scholarship delivery and support mechanisms.

· Provide support for Communications and Promotion, supporting outreach and promotion activities to attract suitable scholarship candidates including engaging with communities and partners. Contributing to communication materials, case studies and success stories.

· Support continuous improvement to refine scholarship processes, tools, and systems to improve efficiency and impact. Participate in team meetings and planning to align scholarship delivery with SWLT program objectives.

About you

You will demonstrate proven experience in the following areas:

· Demonstrated experience in the delivery of scholarship programs and management of scholarship support systems and has experience working with technical colleges or other relevant training colleges

· Demonstrated program management experience with an ability to initiate and manage program activities in a development context, and with deep understanding of financial management and compliance requirements

· Excellent interpersonal skills, including verbal and written communication, and ability to establish and maintain positive working relationships with a range of internal and external stakeholders including partner government counterparts

· Experience working on programs that promote inclusive and diverse access would be advantageous

· Demonstrated ability to work autonomously while contributing effectively within a team.

· Participation and positive engagement in diverse teams, supporting a results-driven culture of learning and inclusion.

· Demonstrated commitment to the principles of locally-led, socially inclusive, politically informed and adaptive programming.
