Location: Death Valley National Park (DEVA), California Period of Performance : 915 calendar days between September 2026 and March 2029

Project Overview

Project Solutions Inc. is seeking an experienced Construction Management Representative to rehabilitate, replace, and upgrade deteriorating water and wastewater systems in the Furnace Creek and Cow Creek developed areas of Death Valley National Park, California, using newly designed systems. Work includes improvements to wastewater collection and treatment infrastructure, water supply and distribution systems, wells, reservoirs, control systems, and related facilities. The project's objectives are to modernize the water and wastewater systems, improve reliability and capacity for park visitors and residents, and provide infrastructure that can withstand Death Valley's extreme environmental conditions while minimizing impacts to sensitive cultural and environmental resources.

This role is contingent upon award of project.

Responsibilities and Duties

  • Monitoring and documenting construction activities to verify progress, workmanship, quality, compliance with contract documents, building codes, and safety requirements, including preparing daily reports and photographic documentation
  • Facilitating and documenting project meetings, including weekly progress meetings, inspections, negotiations, and other project-related meetings, and preparing meeting agendas and minutes
  • Reviewing and processing contractor submittals to ensure completeness, accuracy, and compliance with contract requirements while maintaining submittal tracking logs
  • Reviewing, tracking, and assisting with Requests for Information (RFIs), ensuring complete packages are forwarded for review and helping facilitate timely responses
  • Reviewing certified payrolls, conducting labor interviews, and monitoring compliance with labor and contract requirements, while notifying the Government of discrepancies
  • Reviewing construction schedules and payment requests, verifying accuracy and completeness, analyzing progress against schedules, and documenting findings using required NPS forms and logs
  • Inspecting delivered materials, equipment, and construction work, organizing and documenting preparatory, initial, follow-up, testing, commissioning, and closeout inspections
  • Supporting contract modifications and change management by developing scope documents, preparing government cost estimates, analyzing contractor proposals and time impacts, and documenting negotiations and contract changes

Required Education, Skills, and Abilities

Education/Certification

  • Education and professional qualifications related to construction, architecture, or engineering
  • OSHA 30-Hour Construction Safety Training completed, or ability to obtain it within 30 days of Task Order award

Experience

  • Minimum 5 years of construction management experience
  • Experience working on construction projects similar in size, scope, complexity, and conditions to this project
  • Experience with water treatment facilities, including pumps, piping, treatment equipment, and related systems
  • Experience with water distribution systems, wells, water mains, valves, and service connections
  • Experience with wastewater collection and treatment systems, including lagoons, lift stations, sewer mains, and appurtenances
  • Experience with SCADA systems, electrical controls, process piping, demolition, rehabilitation, and foundation pours
  • Experience conducting cost estimating, proposal reviews, schedule reviews, and time impact analyses
  • Experience using ProjectTeam or similar construction management software for submittals, RFIs, change orders, daily reports, and payment reviews
  • Experience managing and coordinating multiple construction crews, conducting progress meetings, and communicating with Architect-Engineer firms and Government representatives
  • Experience working in hot, arid climates and on projects involving water and wastewater infrastructure
  • Familiarity with Federal Government construction projects, NPS/DSC procedures, and NPS DSC Workflows may be viewed favorably

Key Attributes & Skills

  • Strong ability to read, interpret, and understand construction contracts, drawings, and specifications
  • Excellent communication and reporting skills, including working remotely with the project team and Government representatives
  • Ability to observe, document, and verify construction work for quality and contract compliance
  • Knowledge of water treatment, water distribution, and wastewater systems
  • Ability to develop and review cost estimates, proposals, and construction schedules
  • Experience using construction management software, including ProjectTeam, and proficiency with MS Word, Excel, Project, Adobe PDF, and MS Teams
  • Ability to conduct and facilitate meetings, prepare agendas, and document meeting minutes
  • Strong organizational skills to manage submittals, RFIs, schedules, payroll reviews, and project documentation
  • Knowledge of construction safety practices, building codes, and OSHA requirements
  • Ability to work with multiple construction crews and coordinate with architects, engineers, contractors, and Government personnel
  • Ability to analyze technical, cost, and schedule impacts related to construction changes and modifications
  • Physical ability to work outdoors in a hot, arid desert environment, including walking, standing, and climbing as needed
  • Professional, neutral, and ethical approach to communications and project oversight
